f1 patch by you know who

slight update to fix the statedef 200 exploit.

i figured good ol' f1 could use a bit of a facelift, so i gave it just that. its strength is
overall the same across palettes (aside from 4p) but the defeat conditions are different on
each palette. 

1p:
no absolute self-state, but defenses against moves reversed/gametime protection etc.

2p-3p:
absolute self-state, no difference in palettes aside from defeat conditions.

4p:
literally f1, will kill pretty much anything aside from top tier nulls or tiers above that.

if y'all enjoy these patches, i might do more. this was something i made in about of a couple of
hours so making them isn't too bad.
